Jane Saunders is the 19-year-old daughter of Stephen Saunders, a former British Intelligence agent who was presumed killed in Operation Nightfall, a covert operation meant to take out a Serbian official Viktor Drazen, and his American wife. Jane had thought her father died when she was 13, but a few months after her mother died when she was 15, her father contacted her, telling her not to let anyone know he was alive. This secret was kept for years as Jane went onto to enter UC Santa Barbara, her father occasionally calling her, meeting her for dinner, and sending her gifts.
On September 20, 2008, Jane was grabbed by government agents while working at her school's library. The agents, led by Jack Bauer, told her that her father was a terrorist planning to release a deadly virus across the United States, and demanded she help them find him. At first she resisted, unconvinced of their story, but once shown evidence she provided a means of communication and attempted to help them track her father. However, she became wary of the agents, especially Bauer, when it was clear she was being used as a hostage against her father.
In retaliation, Saunders kidnapped the wife of the head of CTU-LA, Michelle Dessler. In order to get his wife back, CTU head Tony Almeida took Jane out of CTU with the intent of giving her to her father, but was stopped. The exchange became a way to lure Saunders out by using his daughter, and was successful – Saunders was arrested, but refused to give up the locations of the vials of virus set to be released within the next few hours. Jane begged her father to cooperate with the government agents, but to no avail.
One vial of the virus had already been set off in a Los Angeles hotel, where nearly one thousand civilians had been killed. In order to force Saunders to give up the locations of the last vials, Bauer threatened to send Jane inside the hotel, where she would almost certainly be infected with the virus and killed. Saunders didn't believe it at first, but when Bauer had guards force Jane toward the hotel, Saunders gave in at the last moment. Jane was taken away, still safe, though hardly relieved. Saunders was later killed while at CTU.

Following her father's real death and the events of September 20, Jane left UC Santa Barbara and contacted her father's family in Britain. She moved to an apartment her grandmother owned in Amsterdam, working as a waitress for a little while. It was around this time, six months after that day in September, that she accidentally came to Milliways. There, she ran into Jack Bauer, her father, and the man her father had killed in order to cover up her existence, Ryan Chappelle.
She was rather relieved when she got to leave again.
After three years that involved returning to college, and a lot of summer school, Jane graduated and returned to Los Angeles, teaching in a low-income elementary school. She has changed her last name to 'Mercer' - her mother's maiden name - and is 23 when she returns to Milliways for the second time.
